salman_KSA is 100% right, except that he failed to point out that the front grille is either an original C55 unit (yes MB did mput the 5.4L V8 in this car), an aftermarket one or a hacked W140/600 grille.
do note that this looks like an early model C-class, in 1999 the car came whith slightly modified bumpers and sideskirts (even on the "classics").
the rims on this car look like 18's which are NOT advised on the W202 chassis. if you want to fit big rims you can fit 18's with the following specs:
7.5x18, Offset 42, PCD 5x112, 215/40R18
8x18, Offset 32-35, PCD 5x112, 215/40R18
8.5x18, Offset 38, PCD 5x112, 215/40R18
but i'd advise you to fit the following:
7.5x17, offset 40, PCD 5x112, 225/45R17
8x17, offset 32, PCD 5x112, 225/45R17
or you WILL have rubbing/clearnace issuse.
as for lowering the car, you can fit Eibach springs and/or swap out the spring pads in the car:
