Default Chi chi sound from rear brake ONLY when pedal pressed lightly

Salam brothers. My bike has developed an annoying chi chi type of sound that comes from the brake pedal when it is touched lightly. Even when the bike is stationary and i press the pedal lightly I can hear a kind of screeching noise. I have got the brakes services and the brake shoes are almost brand new. When riding the bike this chi chi sound comes and goes as it pleases. But it never comes when I press the pedal completely (all the way down). Usually when I am pressing it lightly I hear the noise.
What could be the problem and its remedy? Kindly help me brothers

I rotate the wheel and it comes to a stop suddenly. At that point when I try to move it I can feel some resistance and hear a noise like something is rubbing against the drum of the tyre. Kindly advice brothers
