The price charged is ok since he must have installed new ring piston + conecting rod + valves and alot more tiny things. Atlas Honda mechanics are fond of changing things on the extra side just to make the overhaul safer... Means they quote you highest, put genuine stuff and try replacing maximum parts that might have been damaged.
Some 3 years back when my cd70 was overhauled they were quoting 7 ks for changing all these things...
Went to another mechanic, he also installed genuine stuff and made a bill of 5ks... But he didnt change the conecting rod! He saved money from there... But now the conecting rod's play and noise is apparent, no harm or risk of failure though but I should have got it changed too then.
Now considering the inflation 10ks seems a just price for genuine stuff and a compelete overhaul
