You don’t even need a Driver’s License to by a car, why would you need one to by a motorcycle?
You do need motorcycle endorsement on your Driver’s License in Arizona and Wisconsin to drive it on public roads. I am sure most other states have similar requirements; since ALL auto insurance companies require that.

Interesting notion, at the least. Should these kids be required to have a bicycle before they can buy a low cc motorcycle?
It is true in most forms of high adrenaline activities; people who own better sports cars, people who own high speed motorboats, people who own top fuel dragsters, people who own heavy motorcycles, people who own bigger ATVs; they all want new comers to start at the lower rung of the totem pole. Why? Proper training is what really is required; not restricting their access to better machines. There are plenty of schools available to train them properly; just like driving courses offered in all high schools.
