i wrote a long reply but light went ..
in short ... i had similar issue my bike wasnt giving avg above 48 even riding in economy range .. (dhoom yd 70 ) .. i changed its jets and solved the issue .

however at the speed mentioned i think this is reasonable economy ..
is your bike cylinder of 78cc or 72cc ?

honda cd 70 ka carb 78cc walay cylinder pa nai lag saktha ..

    ok i got it ..

look at the carb what is written on it ? is there something like pz22 anywhere written on it ?

jets are small things inside carb that controls the amount of petrol ur bike uses .. with the passage of time they get bigger as they are made of soft brass .. also sometime due to less quality control they may be of improper size ..

what is the condition of ur bike ? how much km it has on odo meter ?
and also have u overhauled engine ?

condition of my bike is average ,
on odo it is 90k done
ring pistion and valves are changed once and after that i use my bike more than 10 k kilometers

first thing is that ur bike is giving normal avg at this speed in my opinion ..

if u want to get max avg .. they try running it b/w 34-45 km/hr max .. dont go above it .. u will surely get awesome avg ..

jets is something that are rarely changed/replaced .. so very few shopkeepers keep it ...

and just ask ur mechanic what is the main jet number of my carb when he opens it .. google for pz16 or pz22 .. and see the images to have an idea where is main jet located .. at high speed its responsible for petrol consumption .. i.e. it controls amount of petrol at high speeds .. every bike has its specific jet numbers .. replace with exactly same sized jet .. same number .. jets are labelled... and dont leave ur old jet at shopekeeper .. keep it safe with u . in case new jets are not satisfactory u can have them handy ..

pilot jet should be 35 .. but do verify it ..

once again .. at the speed mentioned that avg is quite normal .. though not as normal but still its ok ..

ride it in economy range .. if u want economy ..
else dont expect economy in speed range ..

do u trust ur odo meter ? is it reliable ?
i think it might have lost its accuracy ? also check the thread share your gps speed

u may try jet swap .. they cost no more then 25rs for main jet and 40-50 rs for pilot jet here ..
replace with same number and size jets .. and keep ur old jets with u ..

    then report us..

I have Star DL 70 (2006 purchased) with 78Cm cylinder. I replaced the company fitted carburetor in 2007 with genuine honda 70 model 86 (at the time it cost me 1900rs).

I was facing fuel economy problem and lots of trouble in setting the carburetor. If you set for slow speed then the bike wont go beyond 60km/h easily. Similarly if you set for higher speed then low speed running was not remain very pleasant. More mechanic k pass chuker.

Since I changed my carburetor with 86 honda model, since then I have very smooth drive both at lower speeds and on higher speeds. Fuel economy become stable always used to give me 65 - 70 km /lit at the speed on avg 60km/hr. Less mechanic shop visits, Less number of tunnings.

    Peace....

Bro, I don't have a fair idea about the jet numbers. I haven't made any alteration in the carburetor. Just plug n play.

Till 200 kms this carburetor will create difficulty in cold start means lots of missing. But after this there will be no cold start issue even in winters.
