that is the fuel pressure regulator signal pipe - the intake manifold is under vacuum with closed throttle, in this condition the diaphragm inside the regulator is pulled in to lower fuel pressure - as the engine goes to WOT the vacuum is diminished and the fuel rail sees full setting pressure.
The pipe only sees vacuum, the 40 psi is inside the rail and pipes before the regulator.
