Well done . A well maintained Mehran is capable of this kind of mileage at steady speeds between 60 and 70. Most people don't maintain it properly, so they get much lower fuel economy.

But you cannot calculate exact mileage without full tank. I also have 2006 mehran vxr it gives 15-16 in local and 21-22 on motorway gt road

Although your method of calculating the total petrol quantity your mehru used to cover the distance, it is still very nice fuel avg for a carby mehru. I myself used mehru for a few months and never came close to 20km/liter. Even with minor correction of petrol, its a very good avg you got. But also remember, you won't get the same mileage beyond 75km/hr avg speed. Trust me carby mehru drinks petrol like anything once driven above that speed.

you said your tank was about to empty means near 1 or 1.5ltr left and you filled 12.4 that makes 12.4+1=13.4 so you said needle was again near Empty when you checked the odometer. To calculate exact amount of fuel consumption get your tank completely filled which is 30L then drive it for 200-250km then refill it and check how much petrol used e.g 13ltr used for 200km then 200/13= 15.38kmp/l

If the carburetor mixture is finely tuned with perfect ignition timing and spark plugs till 80-90km/h you will be in 15-18kmp/l range but once you press the accelerator till the floor which means crossing 100-110km/h your avg might drop to 12-13kmp/l range. Previously my mehru used to give 12kmp/l never gave 1km more or less then i cleaned its carb with 3M carb cleaner and adjusted mixture and ignition timing and believe me my car avg jumped to 16km in local from 12km and i drove on 70-80km/h and on motorway it gave 22kmp/l on driving 100km/h
