Yes, your source was right about it. FBR did try to present a "mini-budget" through a Presidential Ordinance. However, Zardari, like the cunning little chap he is, decided to play this one safe. After a strong backlash from the JUI(F), MQM, PPP and PTI (interestingly not from PML-N though), Zardari sent the ordinance back to the PM without signing it, so the taxes were not approved - for now at least.

But this doesn't end here. Zardari didn't sign it because he didn't want to have his hands dirty. He's an excellent politician and knows how to deal with NS and the likes. Make no mistake, NS government will probably present a budget far worse than what FBR and the care-taker government was proposing.

However, my opinion is that NS will probably go easy on the auto-industry. But yes, he will tax everything under the sun apart from the auto-industry. He's got vested interests in the auto-industry of Pak.
