In most of cases, the car will not be registered in Pakistan. IMHO, don't do any dealing with the Foreigner because mostly it is a scam. How ???? let me quote an example:
Three to four months back my father saw an ad of a Mercedes C Class with AMG version on Olx (i think as i don't remember the website correctly) the car was offered at almost half to 3/4 of the price rated in Pakistan, after few email conversation the picture was like the person who was selling the car was going out of the country and he handled the car to a third party (sort of insurance company) to deal on his behalf and they were saying that almost half of the payment should be done before seeing the car in actual and car was present at Islamabad, well we could not take the risk before seeing the car as ad was very attractive and bla bla....... cutting long story short as the company was try to pressurized us, my father clearly wrote to the representative of the company that he will bring a DD with him and if he likes the car then he will give the payment and after this strict email the company representative don't respond back.
MORAL: DON'T GET IN THE FANCY WORDS AND LOWER PRICE OF THE AD, IF PRICE IS LOWER THAN USUAL THEN THERE IS SOMETHING FISHY FISHY
