Seems a funny question, but still, can a policeman challan a cyclist for traffic violation. I am asking this question because a policeman caught a cyclist for breaking the signal and he was fighting like a madman that you cannot catch a cyclist. Is there any law in this regard?

Here cops can give you a summon around $100.. on jay walking. In US , Europe cyclist can get a fine on running red light. For local police. I am not sure.

NYPD even gives ticket to cyclist for speeding

Don't know about Pakistan but in UK cyclist can be fined but it rarely happens and basically most of the cyclists don't bother stopping on traffic lights.
Fact is if police officer in any given part of the world is hell bent on giving you a ticket then he will.

I have once seen a Warden catching a Cyclist for running through red light, as a punishment cyclist got his both tires inflated :-)

If I remember correctly, while preparing for the California driving license back in late 90's, I read it in the traffic book that all the rules of traffic apply to a cyclist too. Hence breaking of those rules by the cyclist should automatically make the cyclist eligible to receive a traffic violation ticket. But then my bike was California registered too....damn I paid 3$ for the bike registration as well.
