    It depends on the State, since driver's licenses are not a Federal issue.

    please add - When driving in Virginia - NEVER EVER EVER exceed the posted speed limit. You may end up behind bars.

    There is a fine for over speeding and that is also not handed over to you on the spot, sometimes it is mailed to your address... only after repeated offenses a person can be put behind bars.

    I am in no way encouraging over speeding but sharing incorrect information is not a good idea

    To get international driving license or permit you need to go to the local driving license office.
    Most likely it will serve you no extra benefit (means normal license or international license issued by Pakistan are not viewed much differently in states), when you arrive in US you have to give written test as well as driving test to get learner or permanent driving license.
    Do prepare for the test, a little online search will get you to the related free test preparation site with mock tests.

    You are doing a great job .... .

    Last week I took a left turn on red light ... my first mistake... I am expecting a ticket being mailed at home... at the same time I am praying their system malfunctions and I get away with ticket
