your injection pump high pressure HEAD is dead - it cannot create enough hydraulic pressure to crack the injectors open when cold. Get it replaced by a professional diesel works lab, and while at it have it properly calibrated.
Ive rebuilt this engine and diesel pump for many people and they are still going like steamships - startup on first crank with 7 second glow - and they pull like trains when the turbo boost kicks in
btw the gauge timing for it is .95mm lift at TDC
