I'd call it an electronically actuating 'choke', because it functions in quite a similar fashion as that of a usual choke, but by the press of a button rather than by pulling a knob..
What it actually does is to rev the engine a bit (idle it up), so that in winters after a cold start, the optimal operating temperature of the engine could be achieved quickly...
this is what I believe the function it serves...
