Nissan Leaf not in hybrid category. It is 100% Electric vehicle. I am not sure what budget says about EV.
Mitsubishi i again is 100% EV.
Subaru Stella available only normal 660cc version. Hybrid was experimental with limited production and not available.
Cherry QQ i am not sure but that is Chinese crap and will die in days.
There are very limited options under 1200cc.
Suzuki Alto eco 2012 is hybrid with 660cc+battries
Nissan Note Digi-s Eco-supercharger version is 1200(1.198) but not pure hybrid.
Mazda no vehicle under or up 1200cc at all. New vehicle are coming with skyactive tag which is fuel efficient only.
No practical decent vehicles under 1200cc so don't be so excited.
