Well I can add sumthing... Being in Dubai for most of my life... I know what it requires to get a job here. I have experience in working for the private & government sectors & now my own business. Its not that easy as you might think by applying online or having BBA or MBA would get you the job.
Every other South Indian here has an MBA & boy have they ruined the market.
First get to know the field your going into, check wether there is any demand of it abroad or no. Get relevant experience for lets say 2 - 4 years.
Coming to private sector, sorry to say this but this is a reality, pakistani nationals have a hard time getting into good positions. Mostly because the Hirer or recruitment agents are all Indians! (This is what i have experienced). If you dont have pawwa or any kind of influence i suggest you apply in Paki owned businesses first, why because you will be facing a pakistani hirer mostly in your interview (although pawwa works here also but your chances are higher to be selected). There are alot of big paki owned groups here in Dubai.
The sad part is in many multinational companies preference goes to European & US nationals first, then Indians, then Philipinos, then if they didnt find anyone the position goes to an eligible paki. (I have seen this myself in one of the biggest multinational company in Dubai).
For government sector, ok forget it coz 95% of the jobs are secured for UAE nationals only. 4% of other nationalities are get into government sector through pawwaa. And the remaining 1% if someone is really exceptional and the government needs them.
There are chances that you might be one of the lucky few to get a job without hassle. But whatever is mentioned above is the hard reality of Dubai. Many wud not agree, but all this mentioned is by my own experiences.
