this looks like the coolant in or out, can you show a pic of your engine bay clearly showing the throttle body?
its for circulation of coolant in throtle body. It makes the throttle body warm so that it may work smoothly. without it you will suffer in winter seazon . get it unblock early.

Yep brother Afnan is right it's for the evap (evaporative emission control) when fuel evaporates vapours build up in the fuel tank the excess vapours get sent to the charcoal canister to make some of the chemical's (benzene,toluene etc) safe then they are purged by the electronic solenoid valves in to the engine through that throttle body pipe ..
