Or if you really want the same car then do a deal with him. Ask him to get it registered to his name first, and then you will buy it from him. If he refuses to do that then stay far far away from the car, as he must be offloading his own headache to you for the reason that the car cannot be registered due to a red flag.
If he goes by this deal and agrees to have the car registered on his name first. And then have the deal with you. Then you are safe, as the car will be cleared by the registering authorities after it gets registered on his name. So, it will be free from any Phadda.
Otherwise you could get into serious trouble with a car in hand that cannot be registered.
The bottom line is DO NOT BUY AN UNREGISTERED AMNESTY SCHEME VEHICLE.
