@ DUDE007, you are allowed to import such a device since there are no prohibitions to the import of such materials for hobbyist purposes. As far as my understanding from this thread goes, your device consists of two parts; a laser pointer and a LED panel. Laser devices are covered under PCT 9013.2000 and LED / LED panels are covered under PCT 8541.4000. In terms of classification, the General Interpretive Rules suggest under rule 3(a) that the component providing the essential character should be classified. However, in your case, it may not be possible so under rule 3(b) if there are two equally applicable PCT headings / sub-headings, it is recommended that the heading / sub-heading last in the numerical order should be used. Since, I have not seen the device so it is unfathomable to provide a specific PCT. It would therefore be up to the appraising officer to decide which rule applies more pertinently. Moreover, please keep in mind that the Pakistan Customs Tariff provides zero rated custom duties to these items, but for local manufacturers only and not for hobbyists so you are not eligible for zero rating. The customs duties under both PCT sub-headings is 5% so there really is not much of a difference whichever way the good may be classified for collection of applicable duties and taxes.
