Hmm, I know for a fact that this motor (3.0 V6) makes 190 BHP from factory. Dont see any reason why this car can't make 220. Slap on some headers, exhaust and intake and you are good. Not sure what he has got underneth the hood but here is how i would break it down to make 220 hp out of a motor that comes standard rated at 190 hp from factory.
^^ Comptech headers
Cost: $1300.00
Increase in hp : 28 WHP ( note thats Wheel hoursepower not Brake hoursepower, if wheel hoursepower increas is 28 then BHP increas would obviously be more)
^^ Comptech Cat Back exhaust
Cost: $1100.00
Increase in HP : 9 WHP
Following is a dyno sheet for this motor. Compare the factory set up and numbers after installing Comptech exhaust and headers. Peak WHP incears is 35 which translates into more than 40 BHP increase. So the bottom line is that 220 Plus BHP is achievable in this car, if he has a valid case then he should post pictures of what mods he has done to achieve that figure.
