As has been discussed millions of times here on Pakwheels (amongst several other places on the internet), putting HIDs in halogen reflector housing does not improve lighting at all. In fact, it makes it worse as the light spreads haphazardly instead of focusing at one point illuminating your path. There's a reason all halogen reflector housings come with halogen bulbs and not HID bulbs. A normal halogen lamp will have the exact same effect on a pedestrian or a bicyclist jumping into your way. The projector headlamps in your new Civic have a cutoff which make HID use OK, but there's absolutely zero benefit to using HIDs in full beam and fog lamps. If you must, use some high quality halogen bulbs from Philips in the fog lamps and for full beam.
