Regardless of the fact if they fit or not, 195/65-15 in a car like this will ruin it's drive and suspension. The volume is too much for a back end which wasn't designed to cater it in the first place. If I'm not wrong this must be the i-Dsi shape City.
When changing rim size the idea is to stay within 2 to 3 percent overall change in diameter of stock recommendations size. Else there is an extra burden on all mechanical parts. The ideal size for this City (if my guess about i-Dsi is correct) with 15" rims is 185/55-15 (stock size for Steermatec) or make it 185/60-15. But putting 195/65-15 is a very harsh decision on a car that used to have factory fitted 13" rims and 155/80 or 165/70 type tyres (don't remember the exact size now but was close to this)
