Water makes the surface slippery so that the cars wheels lose traction faster otherwise you'll need alot more power to spin those wheels,.. like this:

As storm said water makes the surface slippery. One of my friends once recommended using used engine oil in that way. Dont know what that would do to the friction.Somebody needs to experiment !
as refered previously, best thing is to use USED ENGINE OIL, it will reduce the friction + its chemical bonding is weaken with the usage which makes it less thick + When we rotate the tyres it applies less force on the outer layer of our car's tyre which will burn this oil producing carbon mono oxide thats what it is in a light blue color form smoke...in result you will get the SMOKE to impress along you dont damage your tyres. A smart way...

@jayshanfor a FWD car you need to activate the hand brake and accelerate hard once you get some wheelspin (as much as you want) you can release the handbrake and drive off...
@Stormwhat about RWD auto and manual carsaccelerate hard to cause wheel spin and then press brake pedal with other foot ?
RWD autos, press brake (just at the biting point) and acelerator and allow the wheels to break traction,.. you can hold it there all day.
RWD manuals, full throttle and drop the clutch....
