just got a city vaio myself 3 weeks ago. did a lot of research on this issue.
i went to 4 top tyre shops in lahore and ALL of them said that there is no need to upgrade size from a 13" rim. people only do it for show, and it will reduce fuel consumption and is not good for shocks/suspension. 195 width may also be bad for your fuel consumption. In my opinion, you have two choices:
1-stick with 13" and get 185/70/R13.
2- it is nice to get a bit bigger rims though. i checked the honda malaysia site and there the city is sold with 14" rims. so go for 14" rims, and get 185/65/R14. if you really want 195s then go for 195/60/R14. This gives you an even narrower sidewall height (of 117) These are the tyre configurations that are closest to the original (165/80/R13). visit this site for info: http://marksink.com/tire_wheel_offset/tires.html
15" rims is too big for this car.
If you want the look, for for the 14" rims. You won't regret it. the 185/65/R14 will give you a slightly softer, more comfortable ride, and will be lighter on fuel.
The 195/60/R14 will give you a tighter more performance ride and will be slightly more on fuel. Remember though that tighter more performance rides are for smoothly paved roads, which are a rarity in pakistan.
