My understanding is that its a structural part of the chassis and hence included in all cars regardless of them being a standard, limited, SE or GL etc model. Am I wrong??
As far as the rest of the option list is concerned I don't think all the ABS, ECMs, ESP etc are offered by manufacturers by themselves. These systems were very well established before they were offered to consumers. The main ingredient in my opinion is the govt regulation plus competition. If competition offers the stuff and ur car sales go down because of it, then you will offer similar stuff as well. Some of these may also be due to the franchise agreement that our local manufacturers have with Toyota, Honda etc.
I wonder if our regulators even know about these things!
IN addition to regulations, most of the option are becoming standard equipment (as far as US market is concerned) because the Korean manufacturers have started offering a whole bunch of these gizmoz as standard equipment in their cars and put a dent in other brand's sales.
