Don't know about northern areas. But if you drive ahead of Pir Sohawa just after the Police Check Post then you will get amazingly clear view of sky at night. My friend likes this sort of stuff and his face was just in euphoric awe. Highland meadows is also a good viewpoint if you can avoid all the lights.

Just climb the roof of your home and stare towards the sky during night when it's load shedding and you will see lots of them , have personal experience , saw many many meteors in a single night

you are right, LIGHT NOISINESS is one of the reasons we are unable to see more stars in Cities.

Due to be at High Altitude, no Light Noisiness, no Pollution and early Lunar days, I was able to see Milkyway through naked eye at Deosai & Skardu Last year in August.

So just find the light free days and place in summer (preferably) to see clear sky full of bright stars.
Moreover search for softwares & sites to know the best place, time and direction around you to witness milkyway e.g.

My clicks at Sheosar Lake (Deosai Plains)
