As far as Shahbaz sharif is concerned you ARE NOT RIGHT IN YOUR CLAIM.
The problem is that when money is spent without proper feasability reports and design work it is money thrown in gutter , just like what happened to Multan , Mr PM in a fortnight spent around 40 billion rupees to destory the BEAUTY OF MULTAN. No EXPANSIONS just flyovers on same width road which have complicated things.Now to revamp multan and BY GOD this would be needed , you have to spend 100 billion to correct this.
As far as i said that regarding shahbaz sharif you are not correct , just look at lahore.The first major over haul was done in 90's and lahore is more beautifull then before.Roads are widened , greenery is more , and their is a general sense of Non Conjestedness(couldnt find a suitable word for "Kushaadgi")
What you see in lahore is due to more time spent on feasabilities studying traffic flows along with aesthetic sense.
Now Lets analyze punjab govt , when they came in 2008 only LAHORE RING ROAD was properly planneed(this project started in 1991) so he just allocated money and got it developed. Feasabilities and PCR for sargodha district , pindi district , rahim yar khan/bahawalpur district development projects were begun in 2009 and all paper work design work were finished in 2010/2011
As a result you saw Chandni chowk fly over , Rwp Institute of cardiology , many mega projects in south punjab and sargodha districts being delivered in 2011/2012 and all were speedy and quality projects.
Now here is the most interesting part like in the 90's had this shahbaz sharif govt been dismissed after 2/2.5 years he only would have on CV the LAHORE RING ROAD and hence the impression would have stayed that he is just the mayor of lahore.
