One of my friend commented on this video on different forums and his response is very logical. Here is it for every one's reference:
"Well thats where he is wrong. The Paisas which the petrol people don't return is the overall paisa. Not paisas on each liter. Secondly, everyone goes and gets 100 rupees fuel, 500, 1000 etc. So, at the end of the day, that theory is nullified as well. Thirdly, even if I ask the fuel guy to fill up my car, they try to fill it with some rounded figure.

Well its quite simple. Petrol is bought in dollars. Like 61$ a barrel these days. When you change it into rupees, that turns out to be
5020.35 using 82.5 as exchange rate. Now dividing it by 117.347765 would give you the price per liter. Now, its quite obvious we will get the result with some digits after decimal position.
So, at the end of the day, it is not derived by the government but the whole fuel market works that way. I've seen the same thing in many other countries as well. Their currency is more or less like Pakistan and they do the same.
If the government was to remove the paisas from fuel prices, we'll end up paying more per liter. It would be rounded off to the next rupee.
Considering the price per liter was 55.38, the government rounded it off to 56, everyone ended up paying 62 paisas extra per liter. Now for 30 liter, that adds upto 18 rupees. So, every person ends up paying loads more than they are doing right now."
