Well you can own the M16s as they were legit commercial imports with
paper work. I'm not sure about the M4s though as they make in to the
country through the Pakistani tribal areas (mind you NOT Afghanistan)
and get legalised through a law called "Malik Gift Scheme".
As per the "Malik Gift Scheme" a tribal notable can gift a weapon (to
exclude explosives, cannons, RPGs etc) to any citizen of Pakistan
through the Political Agent of the Agency (Tribal Areas are federally
administrated and are classified as Agencies instead of districts or
counties). The political agent then endorses the weapon onto your
license and it becomes legit. There is a loophole in the law as the
weapon's origin is not brought into consideration. Most of the M4s, M249
SAWs and Beretta M9s are merchandise stolen in transit through the
tribal areas.
This is a controversial issue (I have seen some people bring that up on
TFL) that buying such weapons would be funding the Taliban or that the
rifle probably belonged to a GI killed in the line of action but it is
not the case 99.9% of the times.
M4s fetch a very high price in Pakistan and anyone who buys them ALWAYS
prefer them NIB. Used weapons are hardly ever sold let alone bought as
it's a fallacy here that a used AR type gun is only sold when there's a
defect in it (which is common due to lack of maintainence). Any used
weapon brought in from Afghanistan is usually sold in parts.
This is true. I have fired an M16 in police lines firing range ISB on full auto and it was on license. However, the price of getting all this done was too high.
