Yes you can use liquid to clean the computer accessories but have to make sure of a few things...
Avoid touching the gold plated and/or silver plated surfaces on cards...
Make sure you remove your processor first thing and do NO use LIQUID on that. Chemical surfaces are different and once liquid poured, head affects their heat sink...
If using liquid, make sure that the liquid is dried out (do not use hair dryer or any drying machine. Let is evaporate itself). Usually dry out takes aproximately 7 hours if stored in a warm atmosphere. Turn the machine on after 14 hours of dryout time start to be on the safe side.
The only problem you will have if using non alcoholic cleaner is that the resedue can have a damaging effect after a few months by absorbing moisture from the air and building non conductable surfaces which will ensure poor performance in the long run.
If using brush or any plastic material, ensure that you ground yourself or the instrument you are cleaning as it WILL store static in the board and melt the germanium as you plug the machine back (if the static stored was enough for it)
Basically, there is no best way of doing it. What ever you are comfordable doing, is good as long as you know what you do...
Keep in mind that observe the parts under the light if using liquid before you put them on. SOmetimes non alcoholic liquid gets captured in places you can see still.
Believe it or not, there are liquids that you can not just clean your computer in but dip a working live computer in and it will not damage the computer.. even if it is running while dipped in the liquid
