    As the article says that it could result in $18bn fine, this could mean Bye Bye to all the rumors that Volkswagen was coming to Pakistan .

    Even if VW was not fined, I doubt very very much that it would set up an assembly plant in Pakistan. Its just not economically feasible for VW to do that.
