This size has a seriously non existing effect on average. I got 24 kmpl with exactly the same tyre size (Bridgestone Ecopia) however if your tyres are high resistance (meant for more grip) then they might be at fault, but not due to this size. Which ones do you have on your car. Not to mention if tyres were a major role people with Tourings having much bigger tyres 215/45 on 17 rims would be depressed on buying Prius.
Also have you done the fluids change and new plugs? Coz they make a major difference

Obviously to sell his car and ghairofy you he would say he has got things done. And do you really trust that he spent 15-20 thousand on the car to sell it and that too for something as hidden as maintainence? Still you don't know what sort of parts he got and what he got and what not. Even private sellers are big fat liars about maintainence stuff when selling a car. Just to be safe you should get the necessary requirements done. Most of all the following with approximate prices:
    Engine Oil: 2700 (5w30)
    Oil Filter: 900
    Air Filter: 2400
    Atf WS fluid: 3800
    Iridium plugs: 6800
The above items make a total of about Rs.17000 roughly and are hidden stuff. So people who lie about things like mileage and body repairs, lie about that temporary shine of the car with 200 wali compound polish which ruins the car later saying its premium protected can't be trusted with wasting their money on hidden maintainence items. I wouldn't trust the category who can't even give petrol of 500 to eliminate the blinking light which gives you creeps if it will reach the nearest pump.

Congrats on your purchase. Allah naseeb karein.
i read you're concerned with your cars average. You should get an oil and oil filter change if not done yet.
One thing you should know is that a hybrid returns the best avg only when driven the right way. I've done 29kmpl with AC on a 2012 L trim prius and on the same route got even 19kmpl.
First thing, to get the best out of your hybrid you need to travel longer distances, shorter commutes of under 10km wont give you the best.
You should use the bar display in the HSD monitor. And on city roads it is recommended that you drive within speed limit, that is under 70 kmph. Avoid un-necessary accelerations, and practise driving in the left lane with constant speeds. Mind your surroundings, and on roads with more traffic accelerate to about 45-55 and coast on battery power only, on open roads accelerate to 70 and coast with the slightest press of the acc. pedal. Always accelerate the car within the 3/4 eco-bar limit on the display. Allow your battery to charge on decelerations, and try avoid using the mechanical brakes. And set the A/C to about 25 or 26 on AC mode, avoid using auto..
And to up a level a little more ( this takes you into tension mode) if you know areas or see, that you'll be stuck or be idling for some time, it is preferred to use engine during driving to force charge the battery ( this maybe done using PWR mode). So that you don't burn fuel on idling. The more you idle on engine the faster you loose those magic fuel figures.

But most of this is only fun while the car is new, you want to be experimenting with it. The more you experiment the more you'll know about it. If you're getting higher numbers for fun, to set new goals for yourself it'll be fun. If you're doing it to save on money, it will get on your nerves.
I do it for fun when i'm relaxed and don't feel like driving crazy, have gone to numbers as high as 32kmpl. and when i didnt feel like it, i drive it normal and it would still do 17~19kmpl

I hope my writeup is helpful and answers some of your queries.

P.S: I don't own a prius, drive a relatives prius occasionally. Have a Vezel and it works very similar to a prius, in-fact these techniques are same for all HYbrids ( stand alone hybrids, that have the ability to run on only EV).

Thank you for the appreciation. it always good to help people.
And trust me once you drive it regularly and just try a little to synchronise with the hybrid system, drive it how it asks to be driven, know when its charging and when its asking for acceleration, the avg will increase significantly and that driving wont even bother you. Because you won't be putting effort into it.
Good luck (y), hope it serves you well

i read you're concerned with your cars average.

Abdullah bhai going off topic but kindly do a comparison of vezel vs prius
