why cannot that purpose be "recycling" into new containers - as in melt down and remake into new, not literally refilling them.

My suggestion is get oil change from 3S dealership. Alternately do it from company owned petrol pumps, or reputable petrol pumps. Never buy from shop.
Another way to be sure is feel oil between two fingers. If viscosity is good you will feel it.
