This can't be dry dented. Cutting the panel is a lengthy procedure. Even the holes is an old technique. It is much by welding a metal hook perpendicularly to the panel and then pulling it out, later cutting that hook once it's out. That's how my denter takes out such things.
Attaching a few close reference images of the procedure. My denter welds a metal wire perpendicular and makes a hook sort of thing at its free end, then pulls it out. Later cuts the welded wires, grinds and prepares the area for paint.
