It could be unregistered, the Junagadh State has a alot of vehicles which they number for example: 'Junagadh State 15' etc. I don't know why but I've never seen the Police stop vehicles with plates like these.
Yeah ma couison told k yeah jo num hai 31, yeah un ko allot howa hai... so no polic wala stop him...... all his cars have the same number plates.....

no in Punjab the Abbassis of Bahawalpur estates also have these red BWP number plates. these r temporary numbers which the members of family of Nawab of Bahawalpur use.
yeah i was in Khi in june 2009... and used this car... it had full tinted windows.... still nobody stoped me ever

some one in above post is right about the special allotment of red plate to nawabs of Bahawalpur , its a a kind of respect for them from Govt. since during partition their most of land distributed between the countries..May b its rumor but i listen through folks, they may sell their plats if some one want to have red Plat..not sured as personally never come up with anyone.

back in 1947 when india Pakistan were partitioned, nawab of junagadh was asked wat country he wants to go with, he decided in favour of Pakistan as he was muslim. thou u can c in map that this state was surrounded by india and have no land connection with Pakistan. later this area was taken over by india with army insurgency and nawab and his family came to Pakistan. as a token of appreciation government allowed family to use these number plates along with other protocols. since then these number plates are used by nawabs descandants. may be they can sell these numbers aswell
