not exactly, a Honda B16 engine is completely gutless at low rpm and can only make some torque when spun at 6500 or 7000 rpm, You dont use that rpm range much unless you are tracking it - and it still gets annoying.
The low rpm range in a sedan is where you are most - so you get power at your will where you need it the most. The replacement for displacement is forced induction but only a select handful of manufacturers can hit all the right notes with it. RR (BMW) is one of them.
