You 'll not get a good condition oriel pt in less than 23.5
If someone is selling his under this price, then I'd be very wary of the car's condition.
Go for a non oriel pt, if you don't mind not having the following features:
-sunroof (useless, haven't opened up the sun roof on mine for more than a couple of times, the dusty conditions in this country make it a nuisance rather than a luxury)
-fog lights and alloy rims(can be installed later on as well)
-climate control ac (the only feature I find useful in an oriel, however that doesn't mean the non-oriel's ac is any less powerful)
-retractable mirrors (a somewhat useful feature but not worth the extra 200k on the price tag)
-cruise control (again, useless. Only useful on motorway, that's about it)
-chrome button of the hand brake(not a biggie)
Rest, there's no difference between an oriel and non-oriel trims. Same engine, same size, same exterior, same interior, same econ, same goodies like self-timed lights etc, same security, immobilizer, same jack knife key, etc.
So if you don't care about pt or manual, then get a oriel mt, else if you really want a pt, then get the non oriel version.
