bro, if you have budget of 1M then go for new cultus which will cost you around 1.1M. My personal experience I bought a couple of years driven Mehran which was looking new in condition with FF cng and AC. But after my purchase, after three months or so, its AC compressor died (i came to know that it was qabli), the steering 'kangi' needed to be replaced. The braking was good at my purchase but after four months i came to know that brake shoe pads and disks require replacement (though was working 50-50 then). Steering bush kamanis etc was also replaced and finally i had to chage tyres too as they were reconditioned ones at time of sale. Also one of engine weight which is used to stabilize vibration needed immediate replacement which was actually repaired at time of sale....
You cannot inspect all these minor major things at time of purchase...
So my total expenditure which i spent on my car to make it new like reached almost to zero meter one.
So my suggestion if you are paying 90% of zero meter car amount then you should not go for a second hand car as it will eventually lead you to almost the cost of new in 3-6 months time.
hence my suggestion is if you want peace of mind. wait for few months increase your budget and finally get a new car.
