Repaint and repair

This seems to be a gouge in the door that has gone all the way to the bare metal. Is it deal breaker? Not strictly. The damage is not structural and if the owner is not hiding something more sinister, then, adjust the price for having the damage repaired in the final price and go for it.

Having said that there are a huge number of gen X civics about the market place but the problem is that how can you ensure that they were not in a major accident and then all fixed up and sold as bumper to bumper "geniyan"? .

That is a resistance issue. Your flasher unit is seeing a very high resistance for the LED light and thinks that the bulb is blown. The fast blinking is to tell the owner to check the bulb. The flasher can be fooled into thinking that there is a normal bulb by putting a normal bulb in the circuit which can be secured behind the headlight and then tape it up with black tape so it cant be seen. This trick was told to me by one of the electricians who frequently did LED conversions. Hope this helps.

how is the cost of civic x steering rack actually i have 2017 model company can replace this or not?

You can apply for quality claim through 3S. They may accept it.

New part cost from 3S is around 100k , local market is around 70k

Another way is to apply grease for temporary solution

Correction, LED bulbs actually have lower not higher loads and resistances, that's why the flasher thinks it's blown because it has a lower current draw. Also, Instead of having a halogen bulb in the circuit which even taped could potentially get loose and melt plastic parts in the engine bay, it is much safer and appropriate to use a simple relay

Yes and No. if you look at current equations, High resistance leads to lower current flow assuming the voltage is constant. Ergo the solution of a halogen bulb in the circuit in parallel to allow a overall lower resistance and allow a higher current flow. So I stand by my initial comment about the LED resistance being higher. The bulb is placed behind the head light. As far as plastic parts are concerned in the engine bay are concerned, everything is plastic in there as well as the headlights. Relay will not solve the problem but @samee41 can try.

Resistance is added to prevent hyperflash.
A 100 rupee resistor will solve this instead of putting a bulb that will eventually blow out with a simple splash of water and also looks like a cheap jugaar.

Sure. The idea is to add a resistor. As I said it was something I heard from an electrician in F-10. If you want to be super scientific. Measure the resistance of a normal 12V/21W bulb and then find an equivalent resistor (high temp) and put that in.

V= IR is the applicable equation and yes while voltage is inversely proportional to current, with an LED bulb both would be lower, and the voltage draw would reduce. The car detects a burned-out bulb because the voltage draw is lower. Adding a resistor is what puts that I, resistance value, high enough to bring the voltage level back to normal. If LED had a higher resistance than you wouldn't be hyper-flashing or need an additional resistor.
Secondly, Your headlights are not in direct contact with your bulb which the plastic parts can be with a loose bulb, I have unfortunately melted plastic parts due to running bulbs falling out.

Just want to share my experience how little things can make difference
I have Honda Civic 2017 very well timely maintained by Honda
Recently I felt that something is not right so I took it to Honda checked everything and the mechanic had a test drive he said it’s perfectly normal but for me it was some how sluggish
Today I checked tyre pressure was 22 and (I don’t remember when last time I checked ) and after correcting the feeling is now absolutely normal
