2" bigger rims than the OEM size i.e. 13" should be fine any thing bigger and you will be compromising on alot of things i.e. power output, friction, fuel economy, drive ends(goday), drive arms , engine etc.
Offcourse you can put 17" inch rims on a car which came with 13" from factory but unless those 17" rims are specifically Jap racing rims e.g. racing harts etc which are really light in weight its not advisable to do so. Because most of the after market rims are heavier than OEM rims thus putting more pressure on driveend to move them.
Also another thing to rememebr is while changing the rims and tyres you have to make sure that overall Diameter of your new tyre + rim=OEM settigns or you will have to recalibirate the speedo accordingly.
