this is a regular fan in your car
which is poop - the blades warp and the motor is lazy too,
this is a proper radiator fan - good solid blade design and a very good motor, but it sucks amps when you start it up, ideally you need a resistor with a high pressure/temp switch for 2 stage startup to run this fan efficiently or you may toast your wiring when it starts on full kick from a standstill
If your condenser is not overheating and your compressor head pressure is ok and still have no cooling, something is bad in the system, bad expansion valve comes to mind. btw - get your system pressure checked at both high and low sides with a/c running under shade, no water on condenser and blower at 75% setting, post back and we can get somewhere for a good solution
the air dam is what you may call lip - it should be pointed forwards just a little, this way when your car moves on the road it will create a low pressure zone under it - to overcome the low pressure - air from the engine bay will be sucked down (get the idea)
