If I'm not mistaken, that vacuum line controls the fast idle. The choke plate itself operates on coolant temperature, whether through a bimetallic strip, or a wax pellet. As the coolant heats up, the plate opens up gradually. If the spring connected to the choke plate is disconnected, it will just hang open freely. Most mechanics tend to disconnect or remove this spring.
Btw, if the thermostat is missing, a connected choke won't fully open during driving, since the coolant doesn't heat up enough.
@syedatayyabadanish, get your Margalla to the factory ignition timing of 6 degrees (or 8 if you're using 95 octane). If it's still hard to start, then check the choke next.
In extreme cases, if all else is working, head gasket issues or low compression can be a source for hard starting too.
