DO IT. Probably bleeding the system would definitely solve the problem but best is flush as moisture in brake line decreases the boiling point of brake fluid which eventually results in catastrophic results with a trip to places such as Murree and rusting in brake lines.
Seiken is Made Japan, it is Best Break Fluids ever i seen in Market. I am quite satisfied with it. Most of Cars love it too as compare to other brake Fluids.
Check ur tire thread for the slipping issue. And Seiken is really good. This can will cost u around Rs. 225. You can also look at Liqui Moly, as it is for sure much better. I have used both. Similar quantity of Liqui Moly's DOT 3 will cost u around Rs. 450.

I'm in rwp. I didn't trust any mechanic so I did it myself. All you need is a vacuum valve (small)/one way valve, some clear rubber tubing and a small spanner to open/close the valve at the tire end. And of course the replacement brake oil.

you need to explain details of the 'slipping' issue. does it slip while braking in straight line? at what speed? tires lock or just wont brake? you need to elaborate about the exact conditions.

Well, Its not a rocket science, anyone can do this stuff. Now, even i have started to bleed, flush brake oil with help of my servant.
any mechanic can do it but look for someone who atleast has 3 years of experience in field.
Hope they have some good gadets rather than press brakes again and again..

It is not Hard-Written after how long u must charge the Brake Fluid.Most of people said One and Half year to pour Brake Fluid or after every 20000Km.
But I have read somewhere on internet that all brake oils are the same if these are from fresh sealed cans. I myself experiment this with my own Mehran car that I changed twice its brake oil once with Warco and second time with Guard and results are equally good. You just have to do good air bleeding from your brake system so that all entrapped air would get released which may cause soft, spongy or brake fading effects. Change brake oil after every 2 to 3 years. During brake oil change never let the brake system become total empty but keep the brake oil reservoir bottle filling up with fresh oil as it reaches half mark.
