Keep masking them use polish , glaze and carnauba waxes to hide them.
If you want to get a fresh start than get your ride cut from pro detailer and start maintaining it from there
Don't be depress, it will be fine dry dusting wont do any damage which is beyond repair.
You have ultimate compound with you, I am assuming that you are doing it by hand
Increase the amount of product & Elbow grease on a test spot
Let the product vanish on the surface if you feel its too much dry spray little water on surface & also the product I hope it will reduce the swirls, if you succeed calculate your energy as you need to do whole ride.
Regarding scratches you need to access them, if its penetrate into the paint you need to fill it other wise you can remove them by using proper products & procedure.
