Well, it's not an appropriate thread to discuss banking but to answer your question; don't go for private, propitiatory debit or credit cards, period.
MCB's Debit Cards, for example, only work in MCB's ATM so you can't make purchases at stores and hotels via their POS systems unless they specify at the cash counter that they accept MCB's Debit / Credit cards which is quite rare in my experience.
Such cards are no match for Visa or Master Card and they don't work overseas.
On the other hand; I've a Visa Debit Card from Meezan Bank and that means I can go to any ATM with The Visa logo and withdraw cash directly from my bank account; albeit at a small fee of Rs.15 per transaction which is nothing.
And like I said earlier; cash withdrawal from Mezzan's own ATMs and payments from commercial POS systems is absolutely free of cost.
Lastly; yes. You must have a steady source of income to be in possession of a Debit and/or Credit Card.
