Then you have nothing to worry about. It's doing alright, the way it's programmed to be as per Android policies. There is no other easy (non root) way.
Most Androids cannot move/install apps fully to SD card. It's always partial move, no matter which set you try.
Have a look at this.
Main app - 37 mb (stored in internal storage)
App data - 135mb (stored in SD card)

In case of a game, it will take ~100-200 mbs maximum as main app (internal storage), and rest app data (significantly larger) will be stored in SD card.
All your downloads, torrenting etc will go to SD card (provided you set save location to SD card), because Samsung Galaxies cannot even download or do torrenting directly on SD card.
For the sake of knowledge, only windows phones i have seen can fully move or install apps to SD cards.
