Something remains personal if it only affects you... now as you have asked, prayers in home are personal matter, in the mosque it has a positive global effect, drinking in private is personal (i am not advocating its use :)), in public it has moral impact on society... misusing govt vehicles is not a personal matter, it has impacts on society, on officers who live honestly, on national economy... why do you think we all suffer of high oil prices, its partly because of more autos, and partly because of the wastage... all govt. machinery runs on taxpayers money, you pay tax, your dad pays, and then the same hardearned money is burnt in form of misuse. believe me its in tens of billions, Each "un-entitled" litre of oil goes from our pocket, if we want it this way then lets not blame each other or for that matter, the leaders, for screwing up the country, we all are doing it together
