It's the worst decision because your car's OEM Headlights are not made for HID. They're reflectors are designed for Halogens, your beam pattern will be ruined if you decide to install HID in your stock lights. There's going to be glare everywhere instead of a beam focused on the road. Sure HID may seem brighter than a Halogen to you but remember, an HID will cause LESS visibility and create more problems for you.
oh and doesn't matter if you drive on double roads, high beam will affect the oncoming traffic no matter where or how you drive, even though it may seem to you it's all good.

Like I said earlier, try tracing down the reason your visibility is poor, work on that.
Installing any type of HID or bulb in the foglight housing won't increase your road visibility much as they're foglights are focused lower than your Headlights.
55watt hid for 4.5k new with 1 year warranty is Chinese for sure, every Chinese ballast is the same regardless of the design, price and there is no certain brand. Real OEM Ballasts come for a hefty price tag and are made by renowned firms like Mitsubishi and Osram.
