Honda civic 1996 with a d16w5 milage issue?

My Honda civic with a d16w5 manual with engine which is very powerful and a 100% health, gives an average of around 8-10 with ac, any solution for that

10 is not bad with AC.

Its 10 with or without ac sometimes if you use ac continuously it drops to around 8, also the car has a low idle when at cold start, I guess its missing the cold start, it starts at around 3 to 400 rpms and goes upto 800 when it reaches normal temperature

Kindly do recommend any mechanic in Islamabad who knows these honda well.
