Nops it doesnt work this way.
Torque gets you off the line, hp gets you to the top end.
Hp is very important but at the top end of the rpm which is achieved after the car has launched from the start. What pulls you off the line is the torque which is at the peak at lower rpm range.
A truck without torque would simply not move from Zero that is why huge amounts of torque. Hp doesnt matter much in a truck because it needs the 'pull' from start, acceleration is not important.
Drag racing requires a lot of Torque.
