I would advise to go for a Crusing. I saw one in imaculate condition (I guess 1994)at Dream Cars, Islamabad, autotrans- perfect condition for 1800,000. You would love it.

For the money the surf is the best 4x4 available, the rest of the toyota range are now more like cars with all those bodykits etc..
Try for a Turbo diesel or a 3.4L petrol, the 2.7L petrol verison is a little slow off the line.
A friend has a SSR G 3.4L and it is phenomenal (though i don't like the colour too much)
